A&C was incorporated in 1983 and has since been providing environmental consulting and permitting services to federal, state, and local government agencies and private industries. The company provides a diverse scope of services from field investigation to analytical capabilities for the environmental, energy, and infrastructure markets.
A&C specializes in environmental noise and vibration, and air quality assessments of transportation systems involving highways, railroads, and other transit modes. It is thoroughly familiar and experienced with the FHWA and FTA requirements and methodologies and with NYSDOT, NYS Thruway Authority, NJOT, NJ Transit, NYC Transit and other State and local policies and regulations. A&C is especially conversant with the environmental permitting requirements and processes of Army Corps Of Engineers, US Coast Guard, and NYSDEC for infra structure rehabilitations and repairs and has expeditiously and successfully secured agency permits.
A&C prides itself in providing specialty technical services using state-of-the-art data analysis methods and computer models in the areas of noise and vibration, air quality and meteorology, water quality and thermal discharges. It has developed and implemented the Outdoor Sound Propagation Model for large industrial facilities like power plants and refineries, the Outdoor Voice Messaging Intelligibility Model for warning system design, the Fractional Impact Model for noise and vibration impact of transportation corridor alternatives, the Parallel and Overlap Noise Barrier programs for highway noise barrier design analysis, the Speaker Design Model for highly reverberant and noisy subway station. It has developed, modified, and implemented a numerical Visible Plume Model and Cooling Tower Drift and Icing Deposition Model incorporating the operational characteristics of modern cooling towers; a Multivariate Persistence Sequencing Algorithm for meteorological data analysis. A&C has also developed and implemented Extreme Value Statistics for Flood and Drought Frequency Analysis using Log-Normal, Pearson Type III, and Cornish-Fisher Distributions; a Reflective Boundary Thermal Discharge Model for modeling discharges in rivers.
